Establish what is happening
Record the choice set
Capture a redacted address shape, item dimensions or category, quantity, cart total, country, locale, and the options displayed. Record price, delivery wording, selected default, and timestamp. Keep real addresses and customer identifiers out of evidence.
Compare eligibility changes
Repeat with one changed input at a time: postal region, quantity, item variant, shipping speed, cart value, and locale. Note whether an option disappears, changes price, or changes wording. Keep the server response beside the rendered choices.
Name the blocking point
Mark whether shipping options fail to load, cannot be selected, recalculate incorrectly, or are lost before payment. Compare the selected option in cart, payment summary, and order. Record no-options, stale-options, and unclear-copy cases separately.
What to carry forward
Triage is complete when the cart and address shape, expected option, observed choice set, and blocking step are known. If eligibility rules are unavailable, preserve the missing rule as a question instead of declaring the option incorrectly hidden.
