List the current decision, deadline, consequence of delay, and uncertainty that remains after prior work. Give priority to a new pass only when it tests a material unresolved boundary or changed source. Treat a familiar topic as insufficient reason to repeat analysis.
Measure new information
Compare proposed inputs with the prior evidence index and estimate which claim could change. Classify the next move as merge existing work, collect one named artifact, investigate a changed cohort, clarify the question, or stop. Keep the predicted information gain beside the queue item.
Choose the queue outcome
Set one action, owner, evidence cutoff, and stopping condition. If continuing, name the exact delta that must be produced; if stopping, record the accepted limitation and follow-up trigger. Do not reopen a closed path without a changed decision, source, or evidence standard.

Return a queue decision that links any continued investigation to a changed input, unresolved boundary, or decision need. Include overlap, expected new evidence, owner, and stop rule. Mark the work complete or merged when a new pass cannot change the supported conclusion.
