Set an investigation threshold
Classify the report as ready, waiting for detail, safe to reproduce from bounded context, or unable to assess. Name what evidence would change the state and keep severity tied to the confirmed outcome.

The output is a bounded report with known behavior, missing discriminators, and one prioritized evidence request. Stop triage when the next question is clear; begin limited investigation only when the available context supports a reproducible and privacy-safe test.
