Prioritize delayed file validation by blocked workflow

A delay matters when people must decide whether to submit, replace, wait, or investigate a file without knowing its validation state. Prioritization should use the actual downstream action and file preparation effort, not a guessed acceptable duration detached from workflow needs.

Decide where the work belongs

  1. Name the blocked action

Record what users cannot safely do while validation is pending and when that action is needed. Distinguish a harmless background delay from a file that blocks a time-bound submission, review, or processing step.

  2. Assess state clarity

Mark whether pending, accepted, and rejected states are visible, whether a user can leave and return, and whether the file identity remains stable. An unclear state can be higher priority than a long but well-labeled check.

  3. Choose the queue

Queue status-contract repair when the boundary is missing, validation investigation when completion itself is unexpectedly delayed, or action gating when the interface permits a step before acceptance. Attach observations from transfer through final validation.

What to carry forward

Prioritize the delay when users must make a consequential choice without knowing whether the file is validated or when a premature ready state can send bad input onward. A transparent pending state can wait behind cases that hide rejection or enable unsafe next steps.

Keep the decision with the work.
