Decide where the work belongs
Rank decision exposure
List the actions each possible conclusion would trigger, who relies on them, and the cost of delay or error. Prioritize evidence that tests the decision boundary rather than evidence that only adds background. Record whether a temporary choice is acceptable under the stated constraints.
Assess discriminatory yield
For each candidate artifact or comparison, state which alternatives it could separate, its freshness, owner, and collection effort. Classify the next move as gather, narrow, request policy, proceed provisionally, or close. Do not equate a larger artifact with stronger decision value.
Set queue and stop rule
Choose one follow-up with evidence cutoff, expected output, owner, and trigger for changing priority. If proceeding provisionally, write the limitation and revisit condition. If stopping, record why additional evidence is unlikely to change the current decision.
What to carry forward
Return a ranked follow-up queue linking each unresolved result to decision exposure, distinguishing evidence, owner, cutoff, and interim handling. The leading item should show how it can change the decision. Mark the outcome provisional when a material alternative remains untested.
