Verification should test the ownership record in the actual workflow, not rely on a name appearing in a field. Confirm that the owner accepted the bounded outcome, collaborators know their inputs, and the next action has a visible completion condition.

Check whether the outcome improved

  1. Check owner acceptance

    Confirm the assigned owner or team can see the item, understands the outcome, and has acknowledged the first action. Distinguish explicit acceptance from a passive assignment or a comment that leaves scope unresolved.

  2. Audit scope and links

    Follow evidence, related work, dependency, and decision links. Ensure private or unavailable evidence is represented safely and that the owner is not expected to reconstruct missing context from an unbounded history.

  3. Exercise the next action

    Verify that the first action has an observable result, due or review point, and escalation path if it cannot proceed. If acceptance or authority is missing, return the item to routing rather than marking ownership complete.
