Restate the work
Summarize the requested outcome, current state, affected system, evidence, dependencies, and urgency. Separate facts from proposed implementation so a potential owner can assess responsibility without inheriting an unclear bundle of assumptions.
Map responsibility
List teams or roles that control the next meaningful decision and identify any approval, access, or dependency boundary. Do not assign a person based on proximity alone. Record unknown ownership as an explicit routing question.
Create the ownership handoff
Choose an accountable owner or owning team, define the first action, and set a due or review point. Preserve the original reporter and evidence links, and state what remains outside the owner’s scope.
What to carry forward
The output is a bounded work item with an accountable owner, first action, scope boundary, and follow-up point. Stop triage when ownership is explicit enough to act; if no eligible owner exists, route the decision to the responsible authority instead of guessing.
