Decide where the work belongs
Rank decision value
List the plausible decisions and the consequence of delaying or answering each incorrectly. Prefer a narrow interpretation that unlocks a concrete review when it matches the stated owner need. Keep broad discovery lower when no consumer or action is identified.
Assess evidence readiness
For each interpretation, record available sources, freshness, known gaps, and whether the result can be reproduced. Classify the next move as clarify the brief, gather a named input, investigate a bounded question, or defer pending authority. Do not treat silence as evidence.
Set queue and trigger
Choose one next action with owner, expected output, deadline or review point, and a trigger for widening or stopping. If clarification is needed, write the smallest question that resolves the queue choice. Keep alternate interpretations attached so later context can be evaluated.
What to carry forward
Return a queue decision that names the selected interpretation, decision value, evidence readiness, owner, and clarification or escalation trigger. Work may proceed only against the bounded interpretation. Mark the queue provisional when urgency or authority is asserted without supporting context.
