Decide where the work belongs
Describe the boundary risk
Use categories around the Nth rank, a tie, and the Other bucket to show which conclusion changes. Name the report question and audience. Record actual members and totals instead of guessing how much hidden volume sits below the cutoff.
Compare correction paths
Evaluate expanding ties, labeling Other with its total, adding a full table, or changing N. For each option, list visual space, historical comparability, filters, exports, fixtures, and owner approval. Keep intentional aggregation documented when the report is designed for a summary view.
Choose the queue action
Queue one bounded correction with evidence threshold and revisit trigger: define ties, expose bucket contents, revise ranking, or add a companion view. Attach the category fixture and reconciliation. Leave axis scale and legend issues separate unless they are the first interpretive boundary.
What to carry forward
Prioritization is complete when one top-N action has an owner, decision consequence, evidence threshold, and review trigger. Escalate a ranking-rule change only after the report question is agreed; otherwise improve labels or companion detail so hidden categories remain visible.

Keep the decision with the work.
Use a Work Item in Aglet to record the problem, the evidence you have, and the next decision. Add an owner and priority, then keep updates in the discussion so the next person can follow the reasoning.
