Establish what is happening
Capture first-run states
Record account context, role, event categories, channel defaults, rationale copy, skip path, and saved preference state. Include a person who accepts and one who postpones. Keep permission or platform prompts separate from in-app defaults.
Compare value and interruption
Ask whether each default helps with a task the person just started or merely creates future attention. Compare optional, important, and time-sensitive events. Record whether the default is understandable before any notification arrives.
Set a default boundary
State what is enabled, why it belongs at this moment, and how the person can reverse it. Preserve a no-choice path. Stop when another reviewer can explain the default without using hidden product assumptions.
What to carry forward
The triage output is a default decision with context, event value, skip path, and reversal. Stop when enabled choices have an understandable reason. If the first-run value is unclear, keep the default conservative and route the context question.
