Establish what is happening
Capture the event set
Record notification ID, resource, project, actor, event type, state transition, timestamp, action, and rendered group summary. Include related events and two events that merely arrive together. Keep the destination for each child visible.
Compare relationship
Ask what makes the notifications one thread: shared resource, conversation, project, actor, or state. Compare whether each child is complete alone and whether the summary preserves enough context. A common actor is not always a common task.
Set the grouping key
State which identity groups, which cases stay separate, and what the summary must say. Preserve an ungrouped control. Stop when another reviewer can predict the group and destination from the resource rather than delivery time.
What to carry forward
The triage output is a grouping key and summary boundary tied to resource identity and action. Stop when related and coincidental events are distinguishable. If resource identity is missing, leave notifications separate and route the provenance gap.
