Prioritize duplicated work before it consumes capacity

Overlap creates opportunity cost, but immediate consolidation can destroy a useful independent check. Prioritization should weigh the value of additional evidence against continued duplication and choose a bounded convergence point. Consolidate when continued overlap costs more than the independent confidence it provides.

Decide where the work belongs

  1. Assess overlap and outcome risk

    Record which work is truly duplicated, which customer or release outcome is blocked, and whether the tracks have different failure modes or authority. Keep scope differences explicit rather than averaging them.

  2. Compare independent evidence value

    Ask whether parallel results increase confidence, expose different contexts, or merely repeat the same method. Consider reversibility and the cost of preserving a short independent check before merging. Preserve an independent check only when it covers a different condition or meaningful risk.

  3. Set a convergence decision

    Choose merge now, continue briefly with a stop condition, redirect one track, or split outcomes. Assign a coordinator and review point, and state what evidence would justify keeping work separate.

The output is a queue decision that balances capacity, outcome risk, independent evidence, and convergence cost. Stop when a bounded convergence point and owner exist; preserve parallel work only with a reason and explicit end condition. Keep the convergence point visible so parallel work cannot continue without a reason.
