Decide where the work belongs
Name the reader decision
Record why the document is being opened, when it is needed, and whether the reader can request a new link without restarting the workflow. Note if the document revision could change between issuance and renewal.
Map waiting paths
List page-open delays, copied links, background tabs, slow starts, retries, and revisits that expose expiration. Mark which paths preserve document identity and which show only a generic failure.
Choose the queue
Queue renewal design when a valid reader can recover with the same context, document-binding work when a refreshed link may target another revision, or message repair when expiration is expected but unexplained. Attach issuance and request times.
What to carry forward
Prioritize the issue when a document needed for a time-bound review expires after meaningful preparation or when renewal can silently switch revisions. A clearly explained expiration with an immediate same-document recovery path can rank lower.
