Prioritize work trapped in a dependency cycle

The first task in a cycle is not always the most valuable task. Prioritization should choose the edge that releases the most meaningful progress with acceptable risk, while making the shared outcome and remaining waiting cost visible to every team.

Decide where the work belongs

  1. Compare blocked outcomes

    For each item, record customer or release impact, urgency, reversibility, and what remains possible without its dependency. Keep the cycle’s shared outcome explicit so a locally convenient task does not win by default.

  2. Assess break leverage

    Compare the decisions, artifacts, scope splits, and temporary contracts that could remove one dependency. Note who has authority, what each option risks, and whether it reduces the cycle or simply moves the wait.

  3. Set the first move

    Choose the break action, owner, collaborators, deadline, and fallback if it fails. Record which queue items become unblocked and what evidence would justify changing the order or escalating authority. Record the downstream outcome that should move when the chosen edge is removed.

What to carry forward

The output is a priority decision for the cycle’s highest-leverage edge, with impact, risk, authority, and residual wait stated. Stop when one accountable move can reduce the loop; if leverage is uncertain, prioritize a bounded dependency experiment.
