Build a useful investigation brief
Reconstruct the transfer
Review the original item, linked evidence, decisions, attachments, access assumptions, and requested action. Build a concise transfer map showing where information or authority changed and which parts remain verifiable. Ask the receiver to name the missing condition in the context they need to act.
Test the receiving path
Have the receiving role attempt the next action using the transferred material and record the first concrete failure. Vary only the suspected missing condition, such as a permission, environment, decision, or data shape.
Write the blocker brief
State the reproducible blocking condition, why the existing handoff did not satisfy it, the smallest unblock action, and residual dependencies. Separate an insufficient handoff from a genuine external dependency or authority hold.
What to carry forward
A useful brief shows the first reproducible failure in the receiving path and the smallest action that removes it. Stop when the boundary is clear enough to act; if attempts remain inconclusive, keep both hypotheses and define the next discriminating check.
