Prioritize a Timezone Data Quality Fix

Timezone fixes compete between visible display defects, incorrect aggregates, and ambiguous business-date definitions. Prioritize the work that changes decisions or loses records at a boundary, while separating a clear conversion defect from an unresolved policy choice. Base the queue on event samples and dependent outputs.

Decide where the work belongs

  1. Rank consequence by boundary
