Decide where the work belongs
Compare decision consequence
Describe what would be decided from each item and how a misread response could redirect the product. Give weight to questions about access, task failure, or key outcomes. Keep low-stakes descriptive items lower in the queue.
Assess response risk
Review ambiguity, leading wording, recall period, scale coverage, literacy, language, and nonresponse risk. Compare a rewrite, cognitive probe, pilot, or alternate method. Record which answer patterns would remain uninterpretable without more context.
Choose a repair queue
Select items, owners, pilot conditions, and a review date. Defer lower-risk edits with a reason and trigger. Pause fielding when an unresolved item drives the main decision and no response can be interpreted consistently.
What to carry forward
The priority output is a repair queue showing consequence, response risk, method, owner, and review condition. Fix the item that could change the main decision first. Keep deferred wording issues visible so later responses are not treated as equivalent.
