Decide where the work belongs
Rank decision consequence
List reports, eligibility rules, capacity decisions, exports, and reconciliations that use each count. Record the concrete action that could change and the unexplained cohort size. A small mismatch in a gating count may outrank a larger difference in an informational view.
Assess evidence and recurrence
Check whether both counts have stable definitions, comparable refresh times, and repeat observations. Classify the likely work as definition alignment, query correction, source freshness, identity reconciliation, or aggregation review. Prioritize recurring discrepancies over one unrepeatable observation.
Set the queue outcome
Choose investigate now, align definitions, correct a named consumer, request fresher evidence, or monitor. Include the comparison window, identifiers to inspect, owner, and escalation trigger. Keep a separate lower-priority item for documentation gaps even when the displayed totals currently agree.
What to carry forward
Return a ranked queue with affected decisions, unexplained cohort, definition quality, recurrence evidence, owner, and next action. The top item should state which count must be trusted for the immediate decision and why. Mark the ranking provisional when timing or population boundaries remain unverified.
