Decide where the work belongs
Describe branch consequence
For each unknown token, list operation, resource, branch, stored value, visible state, and any side effect. Separate a parse failure from a defaulted success. Use real fixture counts only when the cohort and version are known.
Compare containment choices
Assess preserving raw value, showing unsupported, pausing an action, mapping a documented additive state, or requesting contract evidence. Record which consumers stay blocked. A broad default may unblock a screen while corrupting a workflow.
Set the enum queue
Queue values that can authorize, cancel, settle, or advance work first, then shared parsers and display-only fields. Set owner, fixture, review date, and evidence threshold. Keep a new but low-consequence value in monitor status only when its fallback is explicit.
What to carry forward
Return an enum queue with raw token, branch consequence, containment, owner, and proof needed to reprioritize. Escalate irreversible actions and shared mappers. Keep ranking provisional when the source meaning or version is unverified. Keep unknown action states behind explicit review.
